Dr. Cheikh Oumar BA holds a PhD in Sociology. Since 2009, he has been Executive Director of IPAR, a West African think tank on strategy and prospective, based in Dakar: www.ipar.sn. Since 2017, he chairs the UEMOA Network of Independent Research Centers, which brings together about thirty Think Tanks based in Ivory Coast, Burkina Faso, Mali, Benin, Niger, Guinea Bissau and Senegal.
Dr. Ba is a specialist in agricultural and rural development, resilience, gender, land tenure and international migration. A specialist in strategy and foresight, he works on youth perspectives, particularly in rural areas of West Africa.
He has contributed his expertise to several international organizations such as IFAD, FAO, the World Bank and the African Union. He is the author of several scientific publications and a member of socio-professional associations.
